How to Read the Tracker: Each update is labeled by status. A reported discussion, a proposal, or launched talks do not change any rules. Only items marked In Force affect what Canadians can do today.

Canada-EU Summit 2026: What Was Decided
Canada and the EU closed their Montreal summit on October 30, 2026 with a joint statement. They committed to define a closer association, short of EU membership, by the 2027 summit, and to open talks on Erasmus+ and mobility. Nothing has changed yet for Canadians moving to Europe.
Canada Invited as EU Associate Member
On September 16, 2026, the European Commission proposed making Canada the EU's first "associate member." The status is new and its terms are not defined.

Carney Welcomes EU Associate Member Offer
On September 17, 2026, Canadian Prime Minister Mark Carney addressed the European Parliament in Strasbourg and welcomed the invitation for Canada to become the EU's first "associate member." His response came a day after European Commission President Ursula von der Leyen made the offer. Nothing was signed, and Carney was clear the details are not yet decided.
